DickRoman > Osprey with wings spread like anhinga.  Cornell ornithology says "Osprey is an active preener and bather. It bathes in salt and fresh water, generally at shallow edges, wading into the water , ducking its head and breast, and vigorously beating its wings.  When it emerges, it shakes its plumage, then preens. It may also perch and droop its wings to dry afterward.  Your photo captured the latter behavior."
